Investigated the problem and its believed that J# redistributable(vjslib.dll) doesnt exist at all on the server and the solution is to just download Microsoft Visual J# Version 2.0 Redistributable Package, when i went to download it from microsoft it mentions that this is a 32 bit only release and states
